There are so many kinds of dog toys out there that picking the right one can be a confusing task! You can get safe toys for your puppy at any pet store, eBay and at various online stores.
I have found, through my years doing dog rescue and raising my own dogs, that some of the best toys aren’t always the most expensive! Washcloths are great for teething puppies and so are rope toys. You can wet either item, stick them in the freezer and then bring them out for the puppy to chew on; almost like a baby’s frozen teething ring.
Supervised, I’ve also let my dogs play with 2-liter soda bottles, milk jugs, cardboard boxes and things of that nature. I have one dog that loves to play with celery and broccoli. It gets a bit messy but he can spend a good 30 minutes ripping them to shreds and not eating a single piece!
The Kong and Rhino brand of rubber toys are great options for tough chewers as are rawhides (supervised ONLY!) and raw meaty bones.
Many people will tell you to avoid household items for toys because it serves to confuse the puppy as to what they can have and what they can’t. I’ve not had that problem, though, because I’ve trained my puppies/dogs that they aren’t allowed to counter surf or dig through the clothes hamper.
Some toys to avoid, according to my vet, are nylon based toys and soft rubber toys. Nylon toys can break teeth and soft rubber toys can be broken apart and swallowed.
The best puppy toys will be the ones that are both safe and that your puppy loves! Get a few and see what works for you!
