Well, my sister had three inch hair after a bleaching accident, she just bought hair extensions from Clair's. She pined her hair back using a lot of hair spray leaving some bangs, then pinned the fake curly bun on, its looked very nice.
Though if your hair is to short for that then, just make it look nice or buy a wig.
