What are the best sites where you are guaranteed freelance work for graphic artists. And get paid properly? Give me personal examples.

I don't know of any sites with guaranteed freelance work.
However, you might want to try Guru or Elance. These sites allow you to bid by what you would charge for a job. The employer then decides, based on price and experience, whom to hire. It's competitive, and I'm just trying it out myself, but definitely worth a look.
