What are the best places to live in Evanston, IL if I will only be there for a summer.
I am 24 and will be going out lots (hopefully)
I am looking to pay between $1000 and $1500 a month.

It looks like being 24 you're going to want to be near Northwestern University, and there is a good concentration of bars, pubs, clubs and restaurants less than 1 mile away.
Evanston Place is at 1715 Chicago Avenue, practically on campus, and gets good reviews, here. If you get a good apartment, you can probably see campus from your window. Unfortunately the price is between 1500 and 4000 a month, so this will definitely hit the upper limit of your price range.
The Reserve at Evanston is at 1930 Ridge Avenue, about 1000 feet from campus, also with good reviews and prices start at 1300 a month, so you'll have a little more spending money.
The Chaumont at 531 Grove Street is also extremely close and rent is listed at 970-1020 a month. Unfortunately there's only one review, so it could be incorrect, but the review is strongly positive. I also can't seem to find a website, which arouses more suspicion, but if it works out then great! The phone number is 847-475-5600
