Unfortunately, there is no good way to browse the groups which are available on Flickr. One way to workaround this is to enter a keyword into the search box and start browsing the groups. If you are looking for a good photography group on Flickr, simply key in “photography” and a list of groups will be generated. You can then sort the list by Relevance, Activity, Size and Age. A good indicator of a popular photography group is by looking at the Activity and the Size of the group. More activity and a bigger group would give an indication of how good the group is.
Under the tab “Explore”, you can also look for more popular photography groups. Simply click the arrow and the menu will drop down. You can then select the relevant terms.
There are also websites which collect the top photography groups in Flickr. This might be more reliable if you want something that can simply direct you to the best (though you may find hidden gems when you browse sometimes!):
