What are the best craftsy ideas for the under 4 set?

Little kids.
They just love to play.
What are some of the best ideas for them to play with?
Safe, fun, inexpensive.

I'm liking this boat sandbox. It looks like FUN (for me too!) :)

Put up some cardboard around the walls, and put some sheets down on the floor, get some paint/crayons, and let them go! Or, you could get them a paint by numbers wall strip.

Sidewalk chalk is wonderful for little kids, especially on a nice day, they can be creative, and show their art to the world! The best chalk out right now for kids is the crayola 3D chalk.

Legos and blocks are also fun, and not too messy, the only problem is when they get left in the middle of the floor, and you step on them.

Playdough is enjoyable, and it can be left out to keep whatever they make, it can also be homemade, which could be a fun project for kids.

Let them help in the kitchen! When you make something, such as cookies, or cake, let them help measure, or let them stir. :)

Buy a LARGE box of popsicle sticks and a bottle of glue ( Walmart 25 cents right now). You are set for HOURS!
I put that on a table cloth or old blanket on the floor and hours of fun.
