Floyd County, Virginia is the best place for artists to live. There is a large community of artists, folk music festivals, and arts shows that people from North Carolina, Tennessee, and throughout Virginia come to visit.
As far as Richmond, there are deals everywhere. You should really be careful because Richmond has good and bad areas in close proximity to each other. I would check out some the apartments on Cary Street in Downtown. As far as VCU, they have around 16,000 studens.
