Based on the miles and year of make, the price of the car will vary. So, first decide the car and then hunt that model based on your budget.
Consider the following 3, based on your taste or check the source, I have provided:
1. Compact Sedan: 2001-2006 Hyundai Elantra

Depends on what you mean by "best". And you're better off looking at this as one price group with a cap of $5k and get the lowest mile car that has the best maintenance record. Two main ways of looking at this:

Reliability:
1. Toyota Camry
2. Honda Accord
3. Honda Civic
Late 90's early 00's. They'll get ya there.

Performance
1. Mazda Miata
2. e36 BMW 318ti/318i
3. e36 BMW 325i
Mazda is going to be more reliable, but BMW more swank.
