What are the 10 best foreign films of the last 10 years?

Looking for personal opinions on the 10 best foreign (non American) films of the past 10 years, not so much "top 10 lists" from the interwebs.

Hi. I am very lucky, as living here in Europe, have the chance to see so many great foreign films. All these films which I will list, I have seen, some of them several times. Some of them are quite depressing, but I think they are really good films, and true to life. I have also seen some really great films that are a lot older ( from the 70's), but you wanted the more recent ones. They aren't in in particular order, but have put the directors name, in case you want more info. I did put my favorite film at the top, sorry, I had to) it is from 1998. If you haven't seen it, I really recommend it!

3. The Man Without a Past 2002 Aki Kaurismaki Finland
4. Evil 2003 Mikael Hafstrom Sweden
5. Twin Sisters 2003 Ben Sombogaart Netherlands
6. Downfall 2004 Oliver Hirschbiegel Germany
7.The Lives of Others 2006 Florian Henckel Von Donnersmarck Germany. (I think this won an award) excellent.
8. Pan's Labyrinth 2006 Guillermo Del Toro Mexico
9. Katyn 2007 Andrzej Wajda Poland
10.The White Ribbon 2009 Michael Haneke Germany
