-Picnics. Who doesn't love picnics?
-Hiking. Even local parks often have fun hikes, so sometimes there's no need to drive far.
-Swimming at local beaches (even community pools are usually cheap).
-Biking or just walking through the neighborhood (kids are sometimes entertained with scavenger hunts or bingo games involving simple things like a yellow house, a bird feather, etc).
-Making and flying kites (look online for instructions. They can be very cheap and easy)
-Bird watching and/or plant identification
-Gardening
-Throwing a Frisbee or ball around at the park
-Volunteering to help pull invasive plant species out and do other maintenance work at a local park (there are usually tons of work parties if you look for them).
-Volunteering to help a local senior citizen with their yard
-Going to farmer's markets and craft fairs

If you live near a medium sized city (or larger), there should be lots of great things to do, and many of them don't even require admission. One thing that's I've noticed getting more and more popular is that wealthy folks will leave their estates to the municipality when they pass away. There are lots of old houses that have been converted into museums and tourist attractions. Where I live, there are also lots of public parks where you can have a picnic, feed animals, camp, hike through the woods and more. One park I know of even has a great restaurant in the center of it. Yes, the food is a little pricey, but if it's the only cost you incur all day then it can still be a fairly inexpensive excursion overall.

Hiking, camping, fishing, swimming in lakes or small beaches, visiting parks or local outdoor places of interest or natural artifacts (when I was five years old, my family and I traveled to Hawaii and hiked up a trail to view an extinct volcano), building a bonfire, playing a game of soccer, football, or baseball in your own backyard, having BBQ’s with friends and family. Of course, all this can be turned into one whole trip and you can do all these with your family over one weekend. The fact is, most children love the outdoors and exploring nature, and when we are outside, we do not need fancy and expensive activities to keep us busy. Just enjoying what nature has to offer is oftentimes sufficient for younger family members to retain their interest and allow them to have fun. And if they enjoy it so much, why can’t we grownup do so as well?

B-B-Q and horseshoes. If you have that kind of time have the family learn to play a musical instrument together or a common hobby. Take the time to be productive and it will stay with the children throughout their lives.
