The next sequel will of course involve Two Face, which fits well with Nolan's darker take on it. But I was personally looking forward to Harley Quinn coming into the mix. It would not be the same Harley, of course, but without Ledger as the Joker, it would not play.

Bah, Two Face is only "movie dead". You know the difference between movie dead and all dead? All dead there's only one thing you can do.. Write the Joker out of the sequel. But movie dead, is possibly alive.
Even Eckhart has started to change his story on Dent being gone. In interviews just last month, he hinted at maybe returning. As for no sequel being in site.. It's BATMAN. The last one made a mint, Ledger won an Oscar for playing a comic book bad guy, and there is always millions of dollars worth of interest in Batman movies. It would be foolish not to make a sequel.
Oh, and the Producer of every one of the batman films, Michael Uslan.. the guy who owns the rights.. He said it's slated for 2011. Gary Oldman has also confirmed he will be returning for the sequel. Michael Caine has said he will be returning, Bale has said he will be returning...
You are just wrong. I like how you already know that Two Face will be in the sequel even though there is no sequel in sight, and Aaron Eckhart has confirmed Two Face is dead. How can you be that sure of the next movie with that source that fits your answer.
