What are some of the best resources online for royalty free music loops and sounds effects?
You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

Here's an often overlooked Google search tip. If you find a search result you like, e.g. soundsnap.com, click on "Similar Pages" link under the result. You'll get helpful results.
Hope this helped.

They have free loops, sound effects, It takes a lot of digging, but I've found quite a few loops I've used for movies & presentations. (The top 100 list is not to my liking, but the ambient and jazz categories have some good intro/outro loops, ambient stuff too.)
Don't give up paging thru the hundreds of files, because there are a lot of really good loops.
When you can find it, sometimes Sony Creative gives away loop CDs & DVDs as an offer to try their pay (royalty free) service.

Sony seems to cater to people who author commercial DVDs, training material, training Cds, etc. The files are high quality.

M$I'd say check out Soundrangers
I use them regularly because they have a fantastic selection of usable sfx and music and it's easy to move through the site. There's a small license fee for each sfx but the sound quality is worth it and you don't have to mess with any licensing weirdness
