What are some of the best how-to videos and books for beginning dancers?

There are a couple great places to learn how to dance online. If you are looking for ballroom dance I would suggest you check out http://www.ballroomdancechannel.com/ Personally I have not taken any of their lessons but many of their instructors have noteworthy credentials in dance, and the price per class is not that expensive.
If you are looking for Salsa lessons though, I would have to recommend my site, I Live Salsa. We offer free salsa lessons for beginning students as well as more advanced lessons for seasoned dancers. If you are not familiar with salsa, I would ask that you try it. It is a fantastic dance with both a social aspect as well as a performance aspect. Hope this helps, and have fun!
