Here are some great gift ideas... No flowers or chocolates or teddy bears here! XD I'll put a comment depending on what type of woman would like it. I'll also post a picture of what exactly I prefer for that certain item.
1. Watch - give her a silver stylish watch if she's the classy type, mom's and older women loves gold better... rubber or plastic type of watch are great on adventurous and playful type of women especially kids.
2. A pair of shoes - Hmm... this depends on the girl too. Buy her a classy pair if she's into it. Or a simple one if she's into simple stuffs.
3. A set of jewelry - If she's a jewelry lover, then this is a great idea!
4. Handbag, or whatever bag she usually use - You can base this on the bag she uses all the time... you have many picks with your $499 dollars (you said under 500 right? ^^) .
5. Concert ticket - Is her favorite band/artist having a concert soon? Then this is a great idea too! Your budget can get her a great seat for a wonderful concert!
6. A makeup set - If she doesn't use makeup, then I think you should skip this one... Buy her a good set of makeup. You must know her favorite brands too!
7. Netbook - Is she a gadget lover, then this is a great surprise for her! There are tons of good netbooks out there. Some are as cheap as $300!
8. iPod - Another addition to her collection if she a gadget lover! You can buy iTouch too with your budget. But if she's into the quantity or space, then the best pick is the iPod classic, 120gb.
9. Phone - Since your budget allows you to buy great gadgets, then why not buy her a new cell phone? There are lots of choices out there with your budget! If she's not updated with the touch technology yet, then introduce it to her! You can get her LG Cookie, which I think is the cheaper touch phone right now for just $200+. Or maybe buy her something better than that like Samsung Jet
10. Shopping spree bonding - why not just ask her out then buy something she likes! At least she gets to pick the item herself and we're 100% sure that she likes it! Telling her how much your budget is okay... Besides, $499 is a big amount already! ^^

If it's for your mother you might want to have her a mother ring made. It's a special gift that let's her know just how much you love her.
If you are shopping for your wife or girlfriend you should step outside of the everyday. Don't buy her anything she could use or anything she would buy herself normally. Instead consider what she likes. Does she have a favorite performer you could get tickets to go see? Maybe a ballet or something you wouldn't normally go to see with her? We love surprises and to be made to feel as if we're special enough that time and thought was put into our gifts.
My absolute favorite gift that I ever received was when my guy put together a scrapbook of photos of us. He even included movie ticket stubs and little things like that. It was very sweet and I loved he had went through so much time for me. It was so much better than stopping off at the mall to just grab anything.
