Lets start with search engines. First of all remember to keep your search terms short, and open. Being too specific restricts the results. However this only gets good results, not necessarily new results. To do this, start open and gradually add key words until you find something new.
Learn also the command line options in Google for example adding a - in front of a search term also returns its synonyms - expanding your search using words you might not have thought of. This also applies to other commands such as related and using the wild card asterix.
Combine the little used commands with some well chosen search phrases and this will help find new things.
Also don't forget that different search engines will yield different results so remember to also search on sites such as Mahalo and Bing
You're already aware of discovery websites such as Reddit and StumbleUpon, but why not use RSS feeds to help out. Join FriendFeed, and join a group that covers your subject of choice - you'll soon find new websites popping up. Why not use take the RSS output of serveral services and filter their content into an RSS reader (Google Reader is good for this) and soon you'll have a searchable flow of useful content coming into you.

M$- Mahalo is a good place to get links deemed useful for an area of interest. Twine is a social bookmarking site that is still relatively young. You subscribe to 'areas of interest' to get recommendations and you subscribe to twines where people submit items with comments on their usefulness.
- Subscribe to RSS feeds for blogs, newletters, topic alerts from Google and tags from sites like Del.icio.us. You will links for these from step 1.
I use Google Reader for all my RSS feeds. It is easy to organize feeds there. When you find yourself a bit oversubscribed, you just put subscriptions in the waste. Much easier than subscribing to your e-mail.
