I think those places are inherantly scary because they are so unfortunate and disturbing. I realize that they serve a valuable purpose, but they are also pretty scary places as madness is kind of a horrifying concept to anyone.
I'm also terrified of the hospital. I had to spend three months (an entire summer) in the hospital (three surgeries on my tummy due to Crohn's disease) and Istill have nightmares about the door opening, and vampires take my blood with the blood sample tubes... It's.... pretty bad.
Anyway, there's at least some settings for you - and maybe a base to begin writing.
