1. Jawbone 2
This headset is rated as having the best sound of any bluetooth headset. It is also smaller than the first Jawbone so you look like less of a dork.

2. Belkin's mini surge protector with USB
I got this for my birthday in November and it is a life save for anyone who travels, students or folks who roam around thier homes with their laptop, cell phone and iPod.

3. iPhone 2 or iPod Touch (heck even a used iPhone 1) for the app store.
iPods are a holiday classic, but the Touch and iPhone has access to Apple's application store which is filled with AMAZING applications like Pandora, casual games, restaurant listings, Google voice search, and Amazon visual product search.
4. Audio Technica noise canceling headphones are better than my Bose headphones which cost 2-3x the price! Amazon has them for $99 now!!! They are the greatest deal for gadget lovers in my mind. I've given away a dozen pairs of these as gifts.

M$For something more extravagant, you could go for a MacBook, the starting model is $999. There are also a lot of tiny netbooks for under $800 dollars out there.

M$I would think carefully before buying someone a new phone. Make sure that they are not loyal to a specific brand or style before surprising them. For example, Blackberry users love their keyboards, and presenting them with a touch screen product like an iPhone might result in a major disappointment.
Also, make sure that the phone you buy is part of their plan. For example, folks might be on a two year plan for tmobile and switching to an iPhone requires a commitment to AT&T that they might not be willing to make.
Accessories for a phone are a good idea because many of them can travel between phones (i.e. my Jawbone 2 hetset and Audio-Technica headphone suggestions below).
