what are some essential tools and suggestions for setting up a Mac mini as a media center, connected to a television?

HicksDesign has an instruction on how to roll your Mac Mini Media Center.
You can adapt it to your environment (if you want to rip DVD or simply just record material from TV).

Hardware:
- EyeTV Hybrid TV Tuner Stick for analogue and digital reception

Software:
- Perian: plugin that allows playback of .avi, .flv (amongst many others) in Front Row

If you don't have a DVI port on your TV, you will need a DVI adaptor so you can hook it up to your TV. If you want to be able to tune broadcast TV, you will need a TV tuner (Elgato makes some good ones - http://www.elgato.com/). As for software, Boxee (http://www.boxee.tv/) is a great program for internet TV. Also, if you are going to stream internet content, I recommend an ethernet connection rather than wireless.
