M$Page management limits were originally based on belt level, but since then, everyone's been given the same limit (2, I believe). You can view your limit on your profile (directly below your picture), and can request an increase. I think this change occurred because higher belts (who achieved their belts through Mahalo Answers) weren't all doing an exceptional job at managing pages. Everyone was at the same level of quality when M2 was launched. As a result, the page increase requests are manually looked over by Mahalo employees now to ensure that only users who have done a great job at managing their current pages can start to manage more.
What is still not clear from the Points Guidelines is how many pages I can manage based on my points.
