When women are going through perimenopause, which is the period before menopause, their sex drive can become lower. Some women take hormone supplements during this time; however there can be health risks associated with hormone replacement therapy. Most women start menopause around 50 years of age, however some women can start the transition, or perimenopause, in their thirties and forties. During perimenopause, many women suffer from hot flashes and other symptoms that make them uncomfortable, as well as a lowered sex drive.
As a personal note, I have been through menopause, over ten years ago, and my sex drive has returned on its own. During menopause, I had almost no sex drive. Although a woman produces less estrogen after menopause, if you keep active and keep an open mind, you can enjoy a healthy sex life well into your senior years. Sex drive is not just a physiological or chemical reaction; it is in the mind and the heart. You know what they say – If you don’t use it, you lose it.

M$Now, as to what age women start having low sex drive, this really doesn't depend on age. There are few women I know who have low sex drive and the youngest among them is 21. It doesn't matter if you are young or old because if we consider old Japanese men, they could even have teen partners. It is because they love to eat sushi and we know that sushi has lots of health benefits including increasing sex drive (http://kelltrill.wordpress.com/2010/11/18/to-sushi-or-not-to-sushi/). I also had read once in a Reader’s Digest that as a woman age (considering she’s healthy), her libido also increases by x times well I forgot how many times but that really was said to be based on research. I also have heard that eating too much papaya can decrease one’s libido. There are many factors that could lower sex drive.
