Westminster fans, why are there different breeding lines for purebred dogs?

The "show line" dogs are supposed to be the best possible dogs for their given purpose, but the dogs that are actually used in the real world are from a completely different set of "field/working lines". If breeders are actually breeding for their chosen breed of dog to be useful to society, shouldn't all purebred dogs be "field line" or "working line" dogs?

Pictured are a random working line German Shepherd and a random show line German Shepherd. And also random field and show Border Collies.
