Well You can search USA Today going back to 1987.
Using the search query you can choose to only search 1991, and you can use the search terms "College Football Ranking" or even poll, but the visible results are not available or you have to pay. Which means your best option may be contacting USA Today about back issues, or going to your local library and making us of those microfilms. Good luck
