Is it possible for someone to marry a couple if they are an ordained minister of the Universal Life Church? The marriage is to take place in New York City. What requirements would need to be met for this person to be allowed to marry the couple aside from registering with the county clerk?

a member of the clergy or minister who has been officially ordained and granted authority to perform marriage ceremonies from a governing church body in accordance with the rules and regulations of the church body;
So if you have been ordained through the Universal Life Church, that satisfies that requirement. I believe they also grant you authority to perform weddings when you become ordained with them.
In addition, New York City requires you to register with the City at 141 Worth Street, New York, NY.

From my understanding State laws in New York must be followed, in some states additional documentation is required. I would recommend contacting the church directly, it sounds a little sketchy since it is online.
