I'm not sure what kind of celebrity websites you are looking for if you're not looking for gossip sites. I read only read two celebrity blogs, and they are both of United States origin. Just in case they fit the bill for you, I will include them here. If you don't find them helpful, I apologize now.
1) The Superficial (http://www.thesuperficial.com) is a celebrity website that posts photos of various celebrities, but also reports (in a rather humorous manner IMO) about the various goings on with celebrities. To be fair, there are often "bikini" pics posted just for the heck of it.
2) Go Fug Yourself (http://www.gofugyourself.com) maybe fits more into lifestyle, but most just the fashion. The Fug Girls report on the fashion faux pas and sometimes that fashion AWESOMENESS of celebrities (mostly at Red Carpet events rather than everyday activities).

I'm a little unclear about what sorts of websites you are seeking. I assume you want to websites about particular celebrities. A good way to get a mixed bag of people who "command a degree of public attention" is to look at the List of guest stars on Sesame Street:
http://en.wikipedia.org/wiki/List_of_celebrity_guest_stars_on_Sesame_Street
Pick out the ones you recognise from this already recognisable list and click on the link to their wikipedia article.
If the celebrity has a website it will be listed in their wikipedia article. For example Jason Alexander (George in comedy Seinfeld) doesn't seem to have a website, but American Astronaut Buzz Aldrin does (http://www.buzzaldrin.com/)

Celebrity websites?
I need list of celebrity websites that you like, from your country or global ones. Only criteria is that I dont need trash/gossip celebrity websites (e.g. PerezHilton) but these about celebrities and their lifestyle.

use people.com as a good example, so ok some gossips are ok as long as celebrities dont mind it, I dont want tabloid sites but something more oriented to lifestyle than to gossips

I would have to say PerezHilton.com. He gets invited to a lot of the parties and gatherings for celebs, so he always has something to say about them.
