Drupal has been substantially behind Joomla in popularity ever since the two projects were founded.

It looks like Drupal scores highrer in overall positive feeling compared to Joomla! but Joomla has a larger install base, thus making Joomla! more popular technically speaking.

We are using Drupal and Joomla for the past two years in our office and according to me it's Drupal which is the best for a portal. Drupal has been substantially behind Joomla in popularity ever since the two projects were founded.

CMS Wire and Water & Stone released their 2009 Open Source CMS Market Share Report which offers concrete data on different CMSs. It looks like Drupal scores highrer in overall positive feeling compared to Joomla! but Joomla has a larger install base, thus making Joomla! more popular technically speaking.
