While I couldn't find an out of the box solution that resembles the example you have given, I would suggest posting a project on one of many freelance sites and see what happens.  There are a lot of talented coders out there looking for the opportunity to work on develpment of projects like this one.

There is no use in reinvinting the wheel. We have a very easy to setup and use interactive browser based Web-to-Print Service for commercial use. You may use the service to offer a retail storefront with variable templates upon which an end user client may modify text, graphics, and then preview in a PDF format.
