Is there Web to Print software available, that enables users to customize items in the browser?

There are several solutions available. Some include:

Digital Store Front, by EFI
FusionPro Web, by Printable Technologies
PageFlex Storefront, by Pageflex (part of Bitstream)

There are also technologies that are suitable to incorporate customization capability into an existing shopping site:

uDesign & uPlan, from xmPIE
FusionPro Server, from Printable Technologies

There are others too.

While I couldn't find an out of the box solution that resembles the example you have given, I would suggest posting a project on one of many freelance sites and see what happens.  There are a lot of talented coders out there looking for the opportunity to work on develpment of projects like this one.

There is no use in reinvinting the wheel. We have a very easy to setup and use interactive browser based Web-to-Print Service for commercial use. You may use the service to offer a retail storefront with variable templates upon which an end user client may modify text, graphics, and then preview in a PDF format. If you desire to offer these services to specific customers, you may use this same solution to provide them branded Storefronts containing items that are specific to them. Furthermore, if you are a print provider working with the trade, you can setup sites that will allow brokers and distributors to create their customers projects and order them on-line from you.
