In Drupal 6, is there a way to change your current theme to have the same background color on all pages?
I think I remember seeing something about a tpl page and CSS somewhere... I can't remember where though :(

You'll need to edit the css file for the current theme. Generally, this is the point of a theme- to have the same colors or fonts or some other style across the entire site. You should be able to find the .css in /themes/themename/, usually called style.css.
