am eager to read more web development news and technology news.

Usually you find dev portals and forums for that technology . But you go through the experts footntoes just like you woudl in reading real books..

For example, lets say you want to learn about the Zend PHP framework. You would start with the Zend website first and scan:

-Their developer forums
-footnotes of their own white papers

and etc..
