I don't know if it's the absolute cheapest, but I've been using Lunarpages for the last five years & have had a great experience with them. Very reliable & good customer service the one time I had to use it.

$5/mo. for this plan:
Free Domain Name
Storage Unlimited
Bandwidth per Month Unlimited
30-day money back guarantee
Online Control Panel
MySQL Databases Unlimited
Microsoft® FrontPage® Extensions
Dreamweaver Compatible
Add-on Domains Unlimited
Sub Domains Unlimited
Parked Domains Unlimited
CGI-BIN Included
FTP Accounts Unlimited
Online User Statistics Included
Apache 2
Ruby on Rails Support
PHP Support Included
PERL Support Included
PYTHON Support Included
SSI - Server Side Includes Included
Customizable Error Pages Included
Customer Account Page Included

If you have larger needs, the cost goes up accordingly, but this plan has been perfect for me.

I'm a big fan of omnis.com. They are cheap ($5.95/month) and reliable. I used their cheapest Unix server, and I have never once had a problem in 6 years.

Leo Laporte advertises for squarespace.com on TWiT. They are maybe more than you need if you know what you are doing.

I've heard good things about Rackspace but never used them.

"Cheap hosting" is also changing with the advent of "cloud hosting" as companies like Heroku ( http://heroku.com ) have started offering pricing schemed on a "metered" basis.
