Many web hosts give domain registration for free when you sign up for hosting. I would suggest dreamhost for cheap, easy, hosting and free domain name registration. I have been using dreamhost for a variety of projects for years and they are excellent to work with.

There is a catch, though.
You need to be active on the forums in order to be eligible for this. I am not sure now how many posts you need to make. For regular web hosting with a trap17.com address, it is very few, but to choose your own domain name, they require you to make quite a lot of posts to get the points necessary.
This is probably your best bet, though, if you do not want to pay money. I have found no other similar services. I used trap17 in the past, and found it to be very reliable.

Free sometimes means that you get what you pay for. You're better off getting cheap hosting that includes a free domain name registration.

I have six sites hosted there. They have competitive pricing, a very easy to use web site and offer free registration with their hosting plans.
I have used about a dozen over the years and I like them best.

I have used Google, Yahoo and Microsoft to register domain names for free. Each of them offer deals where you can get one free domain name. Microsoft's sign up page is linked below, but I really don't recommend any of them. Free sometimes means that you get what you pay for. If you don't need hosting and just a domain name, then you should try DynDns. This is a dynamic-IP domain name hosting site that allows you to forward DNS requests for your website to any computer. They offer a wealth of free DNS names, with WWW wildcard interpretation as well. It's a great site to get a DNS name on-the-cheap.
