a cache is a temporary folder where websites are stored so that they render quicker when you use them in the future. Many browsers now utilise this feature. However, it can make the browser run slower, takes up space on your computer, and can use up more resources than you may like when visiting that site. Here's how to empty it (on Mac OS X)
To clear the cache, firstly click the Safari header in the Menu Bar
Then select "Empty Cache" (alternatively you can use the shortcut Alt/Command/E)
Next, you select 'Empty' (it also tells you what the cache is here)

These options will clear out your offline cache for your browser; however it will not clear out your cookies or your safari offline database. To do this your need to choose your Edit menu item from your toolbar again and Choose Preferences
