Generally speaking, pomegranates only produce fruit in dry sub-tropical climates, though they will grow in far colder locations without fruitset. Think Egypt, Iran, India, and similar regions where pomegranates are grown commercially. Most places in the US are way too cold for them to ever produce fruit (southern Florida and California are the notable exceptions), though they do need some winter cold to do well. If you live someplace warm enough (at least zone 9 or so) try putting them in the warmest, sunniest location possible, and waiting a few more years. Though they are very drought-tolerant, consider mulching a little and adding a balanced or even high-P fertilizer for good measure.
