We are a startup and we want to relocate. What's a good area in CA to be around tech people and be in the heart of the tech scene?
We do not need VC as we are self funded and we're doing fine. We should be launched in a few months. We want to relocate because we think that being around a strong tech community and around successful people would be a great motivator and environment for us.
We were thinking of relocating to SF for motivation; we want to be around similar minded people. What is a good area in SF or elsewhere in California that would be great for a tech startup. We would probably just need to rent a 3-4 bedroom house (we are 3 people hacking at this) and work out of there at first.

M$You know it's a tech-central area when it has "silicon" in it's name.
Start there. Big name companies like Adobe Systems, Google and Yahoo! base they company there.
