The original rating for the movie is PG-13 for intense epic battle sequences and warfare, sensuality, language and some smoking.
James Cameroon has managed to cover the front region of pelvis with some loincloths except the we get to see the human-breast like parts on the pandorian females. But I suppose the rating itself proves that this film is watchable by kids/teens accompanied by their parents.
But the movie centers around an uncivilized tribe. So it is no wonder that the crew decided to leave them naked partially / fully.
