You can only keep a praying mantis as a pet if it is a native species to the area. There is only one species native to Canada, Chinese Mantid (Tenodera Aridifolia Sinensis). Check with your local exotic pet store. Good luck!

It's not expressly illegal in any bylaws. I'd call the city HQ: http://www.edmonton.ca/
