I think I can shed some light on that.
At many companies, there is a proxy, DMZ (DeMiilitarized Zone) and Firewall installed, including a Cache and virus scan mechanism.
Lots of tech terms there, but what this does in practice, is load the entire file at the front entrance of your company's network, store it, check it for virusses etc, and THEN forward it to your location.
If someone else would download the same video (or any other file), they will get it much faster, as your company's network doesn't have to download it twice!
So, it's not ISP related, it's the network connection setup of your company, and it means they have their security set up correctly.

Why do YouTube videos load the entire video before starting to play, but only in my office?
When anyone in the office goes to view a YouTube video, nothing happens at first. The entire bar is empty and it won't do anything even if you hit play.
After a while though, the bar fills up with red (as if it was downloading the entire video before playing) and it starts to play.
Any ideas? As this is an office-specific issue, I'm wondering if it's somehow to do with our Internet service provider. Is that possible?

I'm not sure that's it. We have a firewall (no proxy), but there's nothing in place to cache the site internally. I'll try the test you mentioned (loading the same video on two computers), but I don't think it's related to our server or firewall.
