If you do have access to a FMS AVChat looks like a good option
Vimas http://www.vimas.com/mp3.php has a java applet that works with Windows and Mac's but unfortunately not Linux which can record either mp3's or wav files.

How to let users record audio (through flash app, no software required) and have it posted to a web site
I'm renting a flash media encoder from influxis.com - it's a basic one right now because I'm just testing. I would like a user to be able to record audio or video (like you can with utterli) and have the file be pushed back to a wordpress blog.
I'm thinking something like the AVChat flash video recording bundle

But I'm looking for alternatives and other suggestions.
The big thing is it needs to be multi user... it will be running on a wordpress MU (Multi User) site, and each user needs to be able to record their own video/audio and have it pushed back to their own blog .

Hi. I am not sure if this is what you are looking for, but this software is web based and works pretty well. Try screentoaster and see if you like it. Here are some of its features:

Flash is not a viable option unless you have access to a Flash Media Server. If you do have access to a FMS AVChat looks like a good option
