Diablo 3 has already been in development for nearly 5 years. Last year in June, Blizz co-founder Frank Pierce said the game was even then still too early in development to be completed any time soon. I personally am expecting at least another full year or two before we can even start getting antsy with anticipation.
As for Starcraft II, the closed beta is expected to begin sometime this year, which means the game should ideally (and optimistically) be out early next year?

Unfortunately with Blizzard release dates, the answer is usually "When it's done". Both Diablo 3 and Starcraft 2 have no confirmed release date as of yet.
