You can find these items, with the Weapon Traders circling around Fable 2. There's a good chance of running into one in Fairfax Gardens, if they dont have the particular weapon your looking for rest for a couple of days and go again.
In the Fable II, Knothole Island downloadable content; you're able to buy master weapons with 4 empty augment slots as well as new and better augments.

Another place that's good to try is the town with the arena. That's where I got my master katana.

Where can i buy Master Weapons with two empty Augment slots?{rather the Katana} Fable 2
Can only find single empty slot Master Swords

Just get the towns economy up, fairfax gardens might be a good place but it doesn't always have master weapons. I suggest you just keep working as a blacksmith until the town economy is a 5 star. Then talk to the blacksmith. If this doesn't work try some other towns with a high economy. Another place that's good to try is the town with the arena. That's where I got my master katana.
