It has never been done in a GTA game to my knowledge, but when GTA IV was released, and I was attempting to hold off the cops/FBI for as long as possible, I found myself asking:
"Why is there no 'Kill all of the Cops' Achievement?"
That would be awesome, if the cops had a finite supply of resources, and if you're genius and crazy/determined enough you just kill every single one and "win."

What new stuff are you hoping for in The Lost and Damned?
I'm hoping for some more San Andreas-style vehicles and toys, like the jetpack!

That would be pretty ridiculous. I can imagine you'd need at least ten body armor stashes to pull something like that off.
