what about the oblivion gates?

even after you beat dagon your still able to walk around whats next ? what about all of the smaller gates before the end ? can you beat all of them? what do they hold?what about the door in niben bay ?how do i get to shivering isles?

All oblivioun gates i've seen can be beaten and you get certain stones to upgrade your weapons to become more powerful and the gate to shivering isles is in the water area surrounding the imperial city if i remember correctly.
