At the beginning of the simulation it does make it seem like the Holotapes and Intel will go hand in hand, but after the third Intel, they start appearing separately. When they started appearing by themselves, I would search for like 5 minutes in the room trying to find a secret compartment to find where the other would be lol.

In Fallout 3 Operation Anchorage, do any of the other Intels have holotapes nearby?
The first 3 Operation Anchorage Intels have holotapes with them.
