I cannot climb in the towers from the Noordelijke Ijszee, there are 4 things you must have before working the rails?

you must have four things you place `s they and then the rails go works,
i have the left two but the right two from the tower i cant find , I cannot climb in the tower there were it is dry , waht must I do please
