I've tried over and over again, but the Hatter never comes back down?

All i see are sparks on a wire!

In defense, Mad Hatter begins to seize control of one of your characters. Simply switch to the other to reach him and beat him bloody. Keep switching characters if he manages to snag the other as well. Mad Hatter moves back to the top platform, this time on the left side. Assemble the LEGO pieces on the left to complete the elevator and ride it to the top. Again, have both characters step on the switch to force Mad Hatter back down. Pummel him, and before too long, this coward will surrender.

I had the same problem in freeplay. The Hatter never fell down. I think it may have been because he was in the middle of the platform and not on top of the trap doors. In the end I gave up.
