I couldn't find any mention of this being a bug or anything on any forums. But I'm guessing this must be a bug, since I don't think he can die till he actually encounters the Japanese. Have you tried reloading a previous save and seeing if he shows up? Seems like your only option.

Mission 13 - Breaking Point. Roebuck didn't show up to go thru the door and meet the Japanese Officers that want to surrender. Where is he?
I'm on the WII version.
