Is there a way I can hack Animal Crossing City Folk without the softwares and hardwares, and I don't want updates or anything on my phone.

No, I do not believe there are any ways to "hack" the game. You can try inserting the game then ejecting it in the middle of playing it. I do not know if this will work only on certain consoles does it work.
