That's difficult to quantify, but generally no, it is not. Civilization Revolution is a somewhat streamlined version of the PC Civilization series, and has fewer difficulty levels. The enemy AI, in my experience on the difficulty levels with the same names as the PC ones, is not as smart. I've had them send entire waves of troops at one of my nearly invincible cities without result before, to give a brief example.
