In Operation Anchorage, the first quest(aiding the Outcasts) will activate automaticly when you receive the radio signal. In OA all the achievements are tied to completion of the 4 quests. They(quests) should be listed in the pipboy under quests. If they are greyed out then they are completed or no longer available. So if you have all the achievements for AO, you have completed all the main quests, I believe there are no official side quests, but there is a perk available if you gather all ten intel files.
In the Pitt, there is one side achievement, Millworker. This involves collecting all 100 steel ingots in the Pitt. But I don't think there was ever a quest for it.
In both DLC's the first quest is activated by the radio signal, but you must complete the first quest to move on to the second, and so on.
I have played both DLC's extensively, so feel free to ask if you need any help.

i have the achievments for operation anchorage and the mill but i cant seem to find any of the quests ?

sorry i should have been more clear what i meant to say is that when i go play F3 and go into the achivments menu( hit the center button n then the menu ) i can see them there but i havent dl anything or completed them ( the only thing i dl was an update but i dont understand why they would show up in my achivment menu if i cant play them ? )
