How do you unlock armor on halo3 odst?

There is no armor for Halo 3:ODST, you only unlock Firefight characters. To unlock the said characters, you must complete the story line (the characters you play as during the particular clue you find is the character you will unlock upon completion). The last character is unlocked by beating the game on Legendary (this is DARE, which is the female in the game).

However, unlocking the 3 Vidmaster achievements in Halo 3:ODST (Endure, Classic, and Deja Vu) along with the 4 Vidmaster achievements from Halo 3 (Lightswitch, Brainpan, 7 on 7, and Annual) you will enable the use of the Recon Armor in Halo 3 Multiplayer.

The multiplayer disc is Halo 3 Multiplayer, so in order to unlock the armor you will need to complete certain achievements for certain pieces (i.e. Hayabusa armor is unlocked when obtaining all the campaign skulls, both silver and gold skulls). Also, when getting 1000 gamerscore on Halo 3 you will be able to wear a Katana on your back.

So all and all you will either need to complete the multiplayer achievements in Halo 3 to receive mismatched armor, or need to buy Halo 3 and get the campaign ones.

I'm not entirely sure which armor you mean for Halo 3: ODST, but I found this instructional video on the subject.
