how do you get to the citadel to get permision to wear power suit

the citadel is located near the big ship city ermm rivet i think i havent played fallout in awhile but erm to get the power armour u need to complete the mission given to you by the elder of the organisation then qfter so the women with blonde hair offers you it or some other crappy armour

You have to complete the The Waters of Life quest in the main storyline to enter the Citadel. It finishes up at the Citadel. Inside, Paladin Gunny can train you to use Power Armor after you get permission from Elder Lyons.

The last part of Waters of Life is an escort mission through some tunnels. When you pop up, you'll be near the citadel. Follow the doctor inside and talk to Elder Lyons. You can ask him for permission, and he'll let Gunny train you. Gunny is in the courtyard.
